The debate on exchange rates and interest rates at the ECB's Sintra Forum

EU/ENG - The Sintra Forum, a traditional summer meeting of the main central banks, was held from Monday 30 August to Wednesday 2 July and focused on trade policies and the repercussions on world balances and exchange rates, particularly the dollar and the euro.

Lagarde spoke about exchange rates

ECB President Christine Lagarde explained in Sintra that the ECB "takes into account" exchange rates "for projection purposes" and that the dynamics "also reflect the strength" of the European economy. However, Lagarde avoided direct comments on the euro/dollar exchange rate, which has reached a four-year high of 1.18, with the dollar recording its largest drop in the first half of this year since 1973, when the "gold standard" of the Bretton Woods system was abandoned, and since the global recession of 2009.

Another ECB criticism of stablecoins

Lagarde declared herself wary of stablecoins, openly supported by the Trump administration, saying she feared "a privatization of money". According to Lagarde, stablecoins risk weakening the sovereignty of those countries or regions that inadvertently become subject to the use of these means of payment-payment infrastructure and thus undermine the ability of central bankers to conduct monetary policy.

Powell: US rates still on hold, the Fed “under observation” on tariffs

Federal Reserve Chairman Jerome Powell calmly responded to Trump’s repeated criticism of his decision not to cut interest rates at the Sintra Forum, applauded by his colleagues.
In his speech, Fed Chairman Powell explained that “the US economy is in a pretty good position” and the labor market is “overall healthy.” “Inflation is behaving pretty much exactly as we expected and hoped,” the Fed Chairman added, explaining “we haven’t seen much from the tariffs yet,” but the central bank remains “under observation.”
Powell clearly implied that the FOMC could have cut rates in July, but will not, due to the possible effects of any tariffs (the next deadline is set for July 9). “All inflation forecasts for the United States have increased significantly because of the tariffs," the Fed's chief said, adding "we're just buying time. We think the prudent thing to do is wait and see what the effects might be. They haven't shown up yet, so we're waiting for now."

Price stability and employment remain the Fed's goals

Powell stressed in Sintra that the Federal Reserve's goals remain "maximum employment, price stability and financial stability." Asked by reporters whether he would remain on the Fed Board after his term as chairman expires, Powell replied, "I have nothing to say to you about that today."
