EU/ENG - In a dramatic shift at the eleventh hour, a concerted diplomatic effort has averted a catastrophic escalation in the Persian Gulf. Following intense mediation led by Pakistani Prime Minister Shehbaz Sharif, U.S. President Donald Trump has formalized a 14-day moratorium on military operations against the Islamic Republic of Iran. The linchpin of this provisional agreement is the immediate and unconditional restoration of maritime transit through the Strait of Hormuz (In the photo below, a map of the area), a chokepoint through which approximately one-fifth of the world’s daily oil consumption passes.

 

Market Dynamics: WTI Retreats Below $94

The impact of this geopolitical detente on global energy benchmarks was instantaneous. West Texas Intermediate (WTI) crude futures plummeted, shedding significant risk premiums to trade in the $93 per barrel range. Market participants are now pricing in a stabilization of the global supply chain, shifting their focus to the forthcoming summit in Islamabad this Friday.

The weight of the negotiations is underscored by the stature of the U.S. delegation, which is expected to include Vice President JD Vance and senior advisor Jared Kushner. Their presence indicates that Washington is seeking more than a mere tactical pause; it is pursuing a structural realignment of its regional strategy.

 

The Ten-Point Framework: Tolls and Capital Allocation

The centerpiece of Tehran’s proposal introduces an unprecedented governance model for the Strait of Hormuz, blending fiscal policy with maritime security. Central to the "Ten-Point Plan" are three critical pillars:

Maritime Transit Levies: The introduction of a $2 million-per-vessel toll for passage through the Strait. Under the proposed terms, the resulting fiscal windfall would be shared between Tehran and the Sultanate of Oman, effectively monetizing one of the world's most strategic waterways.

Targeted Capital Allocation: Revenues generated from these levies are to be strictly earmarked for domestic infrastructure and reconstruction, rather than war reparations—a move designed to stabilize the Iranian economy without fueling regional military expenditures.

Nuclear Safeguards: President Trump has established the "rigorous and transparent management" of Iranian uranium stockpiles as a conditio sine qua non. The sustainability of the ceasefire hinges upon Tehran’s willingness to accept enhanced oversight of its nuclear fuel cycle.

 

Europe breathes sigh of relief at news of truce

European capitals have greeted the news with a mixture of profound relief and characteristic caution. While British Prime Minister Keir Starmer hailed the truce as a "global moment of relief," the broader consensus in Brussels and London remains focused on the long-term viability of the agreement.

The primary challenge facing negotiators in Islamabad will be the transformation of a volatile, 14-day moratorium into a durable Regional Security Architecture. From an economic perspective, the goal is the permanent elimination of the "geopolitical risk premium" that has persistently inflated energy prices. However, with underlying tensions still simmering, the path from a temporary ceasefire to a comprehensive regional settlement remains fraught with structural and political hurdles.

Il Presidente USA Donald Trump, su mediazione del premier pakistano Shehbaz Sharif, ha siglato una moratoria di 14 giorni sulle operazioni belliche contro l'Iran. La condizione vincolante è la riapertura immediata dello Stretto di Hormuz, arteria vitale per il greggio mondiale.

 

Reazione dei mercati: WTI sotto i 94 dollari

L'effetto della distensione è stato istantaneo: il benchmark WTI ha reagito con un netto ribasso, scendendo in area 93 dollari al barile. Gli investitori scommettono ora sulla stabilità delle forniture, mentre Washington e Teheran si preparano al tavolo negoziale di Islamabad previsto per venerdì. La delegazione statunitense sarà di massimo livello, con la presenza del Vicepresidente JD Vance e di Jared Kushner.

 

Il piano dei dieci punti: pedaggi e ricostruzione

Il cuore della proposta iraniana risiede in un inedito sistema di governance per lo Stretto di Hormuz:

Maritime Tolls: Introduzione di un pedaggio di 2 milioni di dollari per nave, i cui proventi verrebbero spartiti tra Teheran e l'Oman.

Capital allocation: I fondi saranno vincolati alla ricostruzione interna e non alle riparazioni di guerra.

Nuclear monitoring: L’amministrazione Trump ha posto come conditio sine qua non la gestione rigorosa delle scorte di uranio iraniano.

 

Sollievo in Europa alla notizia della tregua

Mentre l'Europa accoglie con sollievo la tregua — definita dal premier britannico Keir Starmer un "momento di sollievo globale" — permane la cautela sulla tenuta a lungo termine. La sfida di Islamabad sarà trasformare una moratoria temporanea in una nuova architettura di sicurezza regionale capace di azzerare i premi al rischio che hanno finora gonfiato i prezzi energetici.
