EU announces €800bn plan to rearm Europe

EU/EN - In the press conference on Tuesday 4 March, President Ursula von der Leyen presented the Riarm Europe plan with investments of 800 billion euros. The European Commission, in a more uncertain geopolitical context in terms of the EU's defensive protection, intends to coordinate the financial resources it will collect for Rearm Europe with a mix of national resources, freed from the derogation from the Stability Pact, and capital borrowed on the markets with Eurobonds issued by the EU executive. The Commission wants to move quickly and therefore has chosen the emergency procedure as can be seen from the President's never so heartfelt tone: "We live in dangerous times, our security is seriously threatened", she warned. This is a new financial instrument based on Article 122 of the TFEU, which allows procedures to be shortened and the Council to express its opinion in just four weeks. The plan will be structured around five pillars and will be presented at the extraordinary leaders' summit on Thursday 6 March for an initial discussion, with the intention of working on the legislative texts in time for the European Council at the end of March 2025.
