The October Eurogroup meeting in Luxembourg

EU/ENG - The October Eurogroup meeting in Luxembourg prioritized economic growth, with particular attention to exchange rate developments in the face of the euro's strengthening against the dollar. European Central Bank (ECB) President Lagarde urged the eurozone economic ministers to take all necessary steps to strengthen the euro's global role, freeing this commitment from an automatic phase of appreciation. As economists studying appropriate tools to strengthen the euro's role as a leading global economic player have been repeating for years, the integration of European capital markets and the 'communitarization' of economic and financial policies must be pursued, moving forward with the digital euro. This also involves moving toward more centralized supervision of financial markets, as was done for the banking sector after the major financial crisis at the end of the first decade.

Regarding stablecoins, several governors of the eurozone's national central banks believe that at this point, it is a matter of encouraging European banks to issue them to counter the dollar's dominance over these digital assets. François Villeroy de Galhau, Governor of the Bank of France, believes it is legitimate for European banks to be interested in the dollar-denominated stablecoin market, given that that is where the market currently exists. Stablecoins are currently 99% dollar-backed, which is why, at the end of September, nine major European banks—ING, Banca Sella, KBC, Danske Bank, DekaBank, UniCredit, SEB, CaixaBank, and Raiffeisen Bank International Aps—agreed to launch a euro-denominated stablecoin.

Closely linked to the discussion on the outlook for the eurozone economy, currency, and banking, the Eurogroup heard echoes of the extreme uncertainty surrounding the direction of French politics. Although in Luxembourg as a minister in a government acting in Paris, Roland Lescure reassured the Eurogroup of the country's good intentions to honor its budget commitments. The impression is that the council, always attentive to the geoeconomic balances inherent to the European Union, did not want to highlight the critical issues of the French phase, out of respect for France's role as the second largest economic power in the eurozone.
