COP 29: 300 Billion Dollars to Developing Countries

A Baku, in Azerbaigian, si è conclusa, dopo due settimane, domenica 24 novembre con un esito quanto meno controverso

EN - The 29th Conference of the Parties on Climate Change (COP29) in Baku, Azerbaijan, concluded, after two weeks, on Sunday, November 24, with a controversial outcome to say the least. The Azerbaijani presidency had to mediate between the countries of the North and the South of the world, looming as a crisis of the desired possible multilateralist compromise.

At the end of the evening of November 23, an agreement was reached on climate finance, with the adoption of the New Collective Quantified Target (NCQG). Financial aid of 300 billion dollars is promised from developed countries to developing countries to manage their climate transition by 2035.

The arrival at 11 pm on the evening of November 23 of a definitive text, convinced COP President Mukhtar Babayev to close the Conference with a formalization of the amount of financial aid bordering on peremptory imposition on the contenders.

Loud protests from many developing countries were inevitable, in an unprecedented heated atmosphere in this United Nations body that has never sunk to these levels of open dialectics between opposing sides.

 

The European contribution

As is known, the Conference did not see a large participation of European leaders. The European Commission has nevertheless expressed satisfaction, in a very diplomatic statement, with the outcome of the negotiations in Baku and the outgoing Climate Commissioner Wopke Hoekstra has declared that he is “confident” that he can reach “the objective of 1.3 trillion” in contributions by 2035.

The Commission stressed that “the negotiating team sent by Brussels to Baku has “successfully finalised the rules that will strengthen the environmental integrity, transparency and accountability of international carbon markets” based on the Paris Agreement in 2015

 

IT - La 29a Conferenza delle Parti sui Cambiamenti Climatici (COP29) a Baku, in Azerbaigian, si è conclusa, dopo due settimane, domenica 24 novembre con un esito quanto meno controverso. La presidenza azera ha dovuto mediare tra Paesi del Nord e il Sud del mondo, profilandosi una crisi dell'auspicato compromesso multilateralista possibile.

Alla fine della serata del 23 novembre, è stato comunque raggiunto un accordo sui finanziamenti per il clima, con l'adozione del Nuovo Obiettivo Quantificato Collettivo (NCQG). Vengono promessi aiuti finanziari per 300 miliardi di dollari dai paesi sviluppati ai paesi in via di sviluppo per gestire la loro transizione climatica entro il 2035.

L'arrivo alle 23 della sera del 23 novembre di un testo definitivo, ha convinto il presidente della COP Mukhtar Babayev a chiudere la Conferenza con una formalizzazione dell'ammontare di aiuti finanziari al limite dell'imposizione perentoria ai contendenti.

Inevitabili le contestazioni a gran voce da numerosi paesi in via di sviluppo, in un'atmosfera accesa senza precedenti in questo organismo delle Nazioni Unite mai scaduto a questi livelli di aperta dialettica degli opposti schieramenti.

 

Il contributo europeo

Come noto, la Conferenza non ha visto una nutrita partecipazione dei leader europei. La Commissione europea ha comunque espresso, in un comunicato molto diplomatico nei toni, soddisfazione per l’esito dei negoziati a Baku e il commissario uscente per il Clima Wopke Hoekstra ha dichiarato di essere “fiducioso" di poter raggiungere "l’obiettivo dei 1300 miliardi” di contributi entro il 2035.

La Commissione ha sottolineato,che "il team negoziale inviato da Bruxelles a Baku ha “finalizzato con successo le norme che rafforzeranno l’integrità ambientale, la trasparenza e la responsabilità dei mercati internazionali del carbonio” in base agli accordi di Parigi nel 2015.
