Dal primo gennaio 2026 più agevole per l'UE il recupero dell'IVA, la prevenzione della frode e dell'evasione fiscale

EU/ENG - The Council approved on Thursday 20 November the EU's updated tax cooperation and transparency agreements with five non-EU countries: Switzerland, Liechtenstein, Andorra, Monaco and San Marino.

The updated agreements reflect new international standards in the field, as developed by the OECD. They expand the automatic exchange of financial account information between the EU and those countries to include electronic money products and digital currencies.

Since 2015, the EU has engaged in tax cooperation exchanges with third countries as part of its efforts to promote transparency and international tax cooperation. The exchanges are currently based on traditional financial account information of individuals, as prescribed in the previous OECD common reporting standards. Those standards have now been updated to include information related to new types of financial information.

The new protocols also establish a new framework for cooperation between partners on recovery of value-added tax (VAT) and on the prevention of tax fraud and tax evasion.

In addition, they strengthen due diligence and reporting requirements, allowing tax administrations to act faster and more effectively on the information they receive.

The updated agreements will now enter into force on 1 January 2026. The EU will also seek to now deepen cooperation in tax matters even further with Switzerland.

The Council also recently authorised the start of negotiations with Norway for an agreement on cooperation in the area of direct taxation.

 

EU/ITA - Il Consiglio ha approvato giovedi 20 novembre gli accordi aggiornati dell'UE in materia di cooperazione e trasparenza fiscale con cinque paesi terzi: Svizzera, Liechtenstein, Andorra, Monaco e San Marino.

Gli accordi aggiornati riflettono i nuovi standard internazionali in materia, sviluppati dall'OCSE. Ampliano lo scambio automatico di informazioni sui conti finanziari tra l'UE e tali paesi, includendo i prodotti di moneta elettronica e le valute digitali.

Dal 2015, l'UE ha avviato scambi di cooperazione fiscale con paesi terzi nell'ambito dei suoi sforzi per promuovere la trasparenza e la cooperazione fiscale internazionale. Gli scambi si basano attualmente sulle tradizionali informazioni sui conti finanziari delle persone fisiche, come prescritto dai precedenti standard comuni di comunicazione dell'OCSE. Tali standard sono stati ora aggiornati per includere informazioni relative a nuove tipologie di informazioni finanziarie.

Si inaugura con i nuovi standard un quadro per la cooperazione tra i partner in materia di recupero dell'imposta sul valore aggiunto (IVA) e di prevenzione della frode e dell'evasione fiscale. Inoltre, vengono rafforzati gli obblighi di due diligence e di comunicazione e, sulla scorte delle informazioni ricevute, le amministrazioni fiscali di agire in modo più rapido ed efficace.

Gli accordi aggiornati entreranno in vigore il 1° gennaio 2026. L'UE cercherà inoltre di approfondire ulteriormente la cooperazione in materia fiscale con la Svizzera.

Inoltre, nel settore dell'imposizione diretta, il Consiglio ha recentemente autorizzato l'avvio di negoziati per un accordo di cooperazione anche con la Norvegia.
